I have a fatsia japonica in my garden and recently the new leaves are gnarled, this only appears to be happening on the small new leaves.

I would say soil too dry as well. Keeping it well watered will help and new growth will soon cover it up.

I think you will find that most fatsias do this. The new emerging leaves are yellow, turning to green in time and slightly turned in ready to open fully as they mature.
