lavateria is not showing any signs of growth so far this year. Could it still flower?

If no growth yet, I'm afraid not. How long have you had it? They don't last for too many years and are considered short lived sub-shrubs perhaps lasting up to 8 years at best. They are worth replacing though as they flower for so long each year and are cheap enough to replace every few years.
