how do i get rid of horsetail want to put a driveway in using chalk and a membrane will it come through it any ideas please thanks

Get 2 rocks, smash the Horsetail between them then add herbicide. They have 'thick skins' that most herbicides cannot penetrate.
If you use a thick membrane after letting the Horsetail die back then I think that you will only get the odd bit coming up and do the same - mash them up, apply herbicide. That should stop them.
