Can you identify this disease on Brussel Sprouts (also on red cabbage but not other brassicas in plot). What treatment is recommended?

Snoopdog is describing cabbage root fly. Bit late now but collars around the stems next time. Used Bromophos years ago but no longer available. Could also be club root. Roots become swollen and partially rotten. Disease can remain in the soil for many years. No known remedy.
