I live in central Ohio. I have heard there will be no raspberries this year due to harsh winter. mine didn't bloom. They only bear once a season. Do I cut off the ones that should have had fruit this year or will they bear next year?

I wouldn't cut them back until early autumn if they didn't flower this year then, as you say, there will be no fruit.
