I have an 18 yr old acer in my garden that has no foliage, has no leaves growing yet. Is it dead?

Hi Peter and welcome to GoY. Is this one go the Japanese Acers and where do you live in the UK? Our are all coming into leaf, if there is no sign of any leaf buds at all try scraping a little bit of bark away with your nail if it is green underneath all may be well but if it is brown the tree is likely dead. Personally I'd leave it for another month to see if anything happens.
