I planted Thuja 'Rheingold' in the autumn and it was fine until recently.
I now see that the outer inch or so of growth is dried and withered (the rest is alive) , can i prune this off or will this kill it back more ?

As long as you don't cut back into brown wood, it should re-sprout. It could be wind damage.
