raised veg patch

i have an area about 3mtrs by 3mtrs behind my garage which is currently paving slabs, this area does not get a lot of sun, can i use sleepers and fill with top soil for a veg patch.

Previous question
I don't grow veggies now but I do know from previous experience that they need as much sun as possible, otherwise they grow spindly and 'bolt' quickly. Sorry to be the bearer of bad news.
