Hi Philly and welcome to GoY. Remove the grass turfs and stack somewhere to rot down, grass side downwards; in a year or so you will have good loam. Dig the bed over add compost, soil improver, basically anything that will put some nourishment into the soil. Then you have the fun of planting your choice of flowers of veggies.
