My Fuchsias are starting to sprout but it looks like the are been eaten as the grow there little holes in the leaves, last year they were in the same condition

You may have some whitefly on your fuchsias.
Mine are in growth mode now but no holes on leaves.
Check roots to see if there are any grubs on the fuchsias.
