Weird hard, shell type thing growing on bougainvillea? This little thing is completely attached to a small branch, can't be pulled off. Anyone know what it is?! Thanks!

looks like a gall to me : its a plant response to a wound from some biting the plant. gall wasps are the primary culprit in my experience.
cut it off if it bothers you.
