in my way of thinking nothing is removed from runner beans ,but i dont understand why you say they have suckers,i dont set mine untillate may at earliest outside direct,if you have them in pots i would not think about them going out untill june one slight frost and they are gone

Never heard of runner beans having suckers Sidr - can you add a photo to your question? As Snoopy says much to early to be starting them off in any case.

if you have left the roots in the ground from last year ,you may get regrowth from the old root, (is this what you mean by suckers) if was growth from the stem while growing last year , as snoopy above says leave everything. you should get beans from these (suckers) side shoots.
