i have a prunus niponica ruby tree re planted 3 yrs ago but the buds were growing in brown and now its seems to have stopped growing some of the branches are brown inside and split is it dead or can i revive it

Remove all dead wood back to healthy wood (that seems to be what you're describing) in the hope that encourages new growth - sounds like something has happened to the tree, an infection or infestation, perhaps.
