Is it safe to put laurel leaves and cuttings into the compost bin

Don't see why it wouldn't be 'safe', but they'll take ages to rot down. I wouldn't put too many on at once for this reason.

Shredding them may help to speed up their decomposition.

Every thing I put in the compost I try and cut down or shred.
This helps the speading up of breaking it all down for a lovely crumbly compost

How do I say thanks?
