This in answer to both questions re the fungi. It's that time of year when fungi produce their fruiting bodies, and manifest their presence by doing so. The jelly like growth is actually a bacterium, nostoc (we've had this before on GOY), and as it dries, I believe, it fades out grey leaving the bluish edges (as per your second picture).
