i am going to returf,existing turf full of weed and moss, after removing existing lawn will i have to apply a weed killer to the soil before laying new turf

No, because part of your preparation for returfing involves digging out completely the roots of any perennial weeds, such as dandelions, docks, nettles. Then dig over the area, rake level, walk all over it on your heels to find any soft spots, then relevel. Let it settle for at least a week - and now you're ready to lay new turf... October's actually the best month to lay turf, provided the ground isn't waterlogged.
Note that weedkillers available to amateurs are ones which kill 'through the green', in other words ,you'd have to treat a strongly growing weed (and more than once) in order to kill it off this way. As for pre -emergent weedkillers, can't think of one that's available for amateur use on soil where you want to replant/returf in less than 3-6 months.

Plus the weedkiller left in the soil won't do your new lawn much good.
