Golden Oats

Once more after advice...this year I bought 3 Golden Oats to replace the one that died....which when in "bloom" was a beauty. Although these new ones are planted in different area's not one of them has sent out any spikes (is that the correct wording?) What can I do to encourage them along or is it too late for this year??

as its a grass I'd just be a bit more patient. they may well produce a flower spike before too long.
