I'd love to lay a floral lawn to encourage bees and butterflies and reduce the number of mowings my husband does every year. My question is: what plants can I put in that won't be affected by mowing? All the plants I've seen online have been 20, 30, even up to 100 cm tall! Would these survive regular monthly mowing?

not monthly mowing, no. but if you think about the 'weeds' you may have in your lawn there are lovely plants like prunella [self heal] daisies, buttercups, speedwells, dandelions, clover etc.
could hubby be persuaded to leave the lawn 3months between cuts? then you would be able to grow other things. you will have some lovely grasses too in time.

I have quite a lot of white clover in my lawn, and I let it flower for a while before cutting, there are always loads of bees on it, Derek.

I have self heal in mine but haven't noticed it attracting anything much - but then there isn't anything much around.

I encourage the clover in my lawn. I cut it weekly but an inch higher than usual and this leaves most of the flowers whilst keeping the grass a reasonable height.

One of the other benefits is that clover fixes its own nitrogen so keeps itself and the grass around it well fertilized and it is much less affected by drought than grass

You don't realise how many different wild flowers are in a lawn, it started this year with a mass of dandelions, then went on to buttercups and daisies, then the white clover, and finally tall yellow flowers, a bit like a dandelion but on a long stem, you can tell our grass only gets cut every 2 or 3 weeks.

I have left three crescent shaped patches unmown all year.
The bees and moths love the grasses, coltsfoot and clover.
There are a couple of blogs of mine with pics to give you an idea.

Try some creeping thyme (Thymus serpyllum), clover is great too as mentioned above, neither grow tall.
