the honeysuckle I have is growing ok, but the problem I have is that the leaves at the lower part of the plant turn yellow then brown and die off, is this because off to much water or not enough?

That's honeysuckle for you, only interested in going forwards and upwards, and the lower leaves are discarded. That's why it's not always one of the best plants for growing on a fence to hide it, because it grows to the top and its stems are bare all the way up.
