My Bramley apple tree always gets attacked which cause new growth to curl and die

My Bramley apple tree always gets attacked by small flies which cause new growth to curl and die. I remove and burn as much as I can but what else can I do?

Try spraying all the leaves with a soapy water solution. Washing-up liquid works fine.
