Will Allium bulbs bloom if they are planted in Spring rather than Fall???

Yes, they should be fine as long as the bulbs haven't dried out before then - you'll have to store them carefully in a cool but frost-free place. Otherwise, could you plant them in pots now to plant out in the spring - that would be a better solution, I think.
