How do I get rid of moon flower vines?

I have white moon flower vines growing all over my garden and am struggling to get rid of them. I did get rid of some by pulling them up and spraying weed killer, but it keeps re-rooting in different places and is killing any other plants that it comes across.

Ive been pulling it up every time I see it for the last 3years.
I'm wining, this year I have not had much at all.
It spreads by roots and seed.
Some people will also let it grow up a cane and then cover it with a black plastic bag and spray the plant inside with a weed killer.

I think digging up and destroying is your only route.
