They look terrible when they're over-pruned! It's not a fast growing tree.

Andy,I thought over pruned when I posted, but I looked again at full screen and I think it was the tree was not watered all summer or the like. The lawn has been greened up because of winter rains. IT might have been brown all summer.
I saw a beautiful Port Orford Cedar weeping type, dead in a Hayward Yard...from that lush blue gray color to just a trunk and sticks.
Some people took the restrictions as end of the world and let valuable plants just die.
Tree ferns bit the dust here.
It was fanatical at the total stoppage of water for yard plants.

I have a Magnolia grandiflora in the front yard and it looks HORRIBLE! The drought has caused so much die-back on the tree. I think once it gets pruned it will look like the tree you posted. The same thing is happening here, also. The trees, plants are dying from this horrible drought! It will continue as long as it's hot and we receive no rain.

We were 90% of normal in Hetch Hetchy..that has dropped to 73% of normal. Hardly better then last year this time's 69% of normal. El Nino lost his muscle.
I hope for a mild temperature, drenching March. I'm not up to cold and wet...

El Niño hasn't lost its muscle. Actually, it's so strong it is causing all the big storms to head north. I'm just hoping we do get some big rains. It's been so hot and dry here...it's very scary! This is turning out to be the hottest February on record for San Diego. San Diego has been averaging 75ºF for the month so far. The inland areas are averaging a lot hotter!
