This clustering palm is native to southeast Asia. It's a slow growing palm and the stem dies after it flower (monocarpic). Photo taken in Balboa Park, San Diego, CA. July, 13, 2010.

Yes, they do have beautiful long fronds. Arenga tremula looks very similar and has even longer fronds.
