Looks like some of your roses have come through very well.

well just about.spray after spray of sulphur rose and other rose fungicides
we have managed to get some flowers.fungus is in the soil and its keep coming back.if i do not spray for a week hole plant look as it is covered in wool.

I think I will have to change the soil.

Yes it sounds like that might be the solution - are your roses all in the ground? It will be hard work changing all the soil.
