Giant Whte Flys infesting a Hibiscus plant

During times of drought these giant white fly can take over a whole plant. This 4 year drought they haven't been as invasive as the last drought which lasted 7 years. When the plant is this infested with these white flies you have to cut the plant to the ground or destroy it.

There's no insecticide that works on these white flies as far as I know. I've read, research companies are still working on this problem. What's recommended is water-blasting the leaves of the plants...when the flies hit he ground they usually die.
