Can anyone tell me what this plant is and do i cut the top off it?

its an euphorbia, looks a bit like E.robbiae. you can cut these flower heads off. but do be careful as they ooze a white latex sap with can cause blistering to the skin. so wear gloves and keep hands away from your face. i brushed my hair out of myeyes and got some on my cheek. i now have a permanent 'dry' patch due to it. dr just said to moisturise but i know its there.
