I have a lemon tree which after the worst winter in 65 years we thought to be dead, now after 6 months it has 4 shoots from the base, now should i leave only 1 of the 4 or leave them alone.

If it were me I would let them all grow so at least when they were stronger you could decide which is the strongest one to keep.
