This question is on nepata (catmint walker's low..perrenial)

If I plant Catmint Walker's low on my terrace for ground cover, is it ok to lay down landscape cloth to keep plants free of weeds or will that keep plants from spreading as ground cover?

I have Ajuga Reptans as ground cover. I have used the black fabric with bark chippings on top and the Ajuga seems quite happy to spread over the top of this.
