my potatoes have flowered and now they are producing small 'tomato' looking 'fruit' is this right, are these sed potatoes, or is it the weired weather effects on plants?

And they aren't seed potatoes - that's just the name for ordinary potatoes that are used for planting the next year.
You could grow new plants from them though if you wanted to try.

Its normal and they are poisonous. They are just the fruits from the flowers.
