What are these shoots ?

I have a palm? tree, of which I don't know the variety. There are several shoots (look like mini palm trees) growing from under the soil around the Palm tree. What are they and how and when to treat them. Photo attached

They're just baby palms growing off the main roots. You sometimes get a lot of these if the main tree's not all that well, but it doesn't necessarily mean that.
