i have orange dust like bals fungus growing on my salex caprea kilmarnox , is it killing my tree as the leaves are going all soft and then drop off

This sounds like rust. These trees seem to be susceptible to it. My one has had it, too, but happily not this year. It is on a rose instead! (You can't win, really)
You can buy a spray to deal with it and you could remove any affected leaves and destroy them.
