Why have the leaves on my hibiscus become very tiny?

We have had our Hibiscus in our garden for 8 years( not sure which variety). We live in Worcester park in Surrey and we have clay soil. The plant is in a position where it is in the sun all day. It has been glorious until last year, when the leaves that developed were very tiny. It still flowered, but looked pathetic. This year the leaves are tiny again. Any ideas as to why this has happened?
