As a rule of thumb I tend to prune flowering shrubs after they have finished flowering. This ensures new stems for flowering the following year whilst keeping the shrub a shrub and not a small tree.

Now is a good time for Weigelas that have finished flowering and if it is a mature shrub you can cut out dead branches completely or other branches too to give it a better shape if necessary.
