How do I plant perennial phkox that are already shooting?

I have just been supplied phlox which have white shoots, some several inches long. What potting compost is recommended and how much of the plant should be covered?

J.I No 2 or 3.
I would plant with about half the length of the stems below the surface. Sunlight will soon turn them green.
Better still put them in the garden!
