hi all can anybody advise me , i cut back a chilean vine very hard in september 2011 , in earlier years it started to flower in the middle of may but as of now there are no sign of any flowers, have i done something wrong?

I guess you mean Eccremocarpus scaber, the Chilean glory vine. This isn't hardy so needs protection from frost in the winter. If it isn't flowering yet this year I wouldn't despair after the extremely cold winter. It will flower some time between now and autumn if it has survived the cold and is still alive. Many plants which normally come into flower and fruit are extremely late this year.
