My Mum was given a combination of cut Hyacinth and Anemones for her Birthday. The Hyacinth's appear to have the startings of roots coming out of the bottom. If I were to use rooting powder would it be possible to grow them do you think?

No idea, you can try if you want to, but hopefully you're young - it'll take years for a bulb to form.
