Hi Curzon,
I'm not an expert...but noone else has answered your question!...
...so...I would say, the holes and the white stuff don't add up to one problem unless the white stuff is to do with cocoons....
So, without further information, I would spray all over with soapy water first...and if it carries on...snip off a section, with both symptoms, and take it to your nearest nursery/plant shop...
They should be able to help...sorry I can't be of more...
