I have never seen Bougainvillea seeds for sale. I suspect that many are afraid that they will take over in tropical and subtropical climates without their natural enemies from South America. All of the ones in cultivation are sterile hybrids or mutations.
They are, however, easy to grow from hardwood cuttings, so I would just get permission from a neighbor to take stems about 1/2 inch thick, and 8 inches long.
