Just received a dinnerbell dahlia for mothers day and I need to know about it so I will know where to plant it and how to best take care of it.

Think you mean Dinnerplate Dahlia.
You put the tubers outdoors after all risk of frost has passed. They like a sunny position in moist well drained/loose soil-plant about 6'' in depth.
