please can anyone tell me why my otherwise very healthy climbing rose has withering leaves, but only the very end/new ones?

2 or 3 possibilities - sometimes the new tiny growth is nipped by unexpected frost (not likely where you are), or the plant has an infestation of aphids which are sucking the sap (they prefer the newest youngest growth) or its infected with a mildew/fungal infection.
