I want to plant Surfinias to hang on a wall. Do I need to put in a wire frame to support the top half of the display?

Not sure what you're asking here - what will you be planting the surfinias in? I plant mine in troughs on the balcony, right on the edge, and let them cascade downwards of their own accord, without any extra support.
