do i just sprinkjle grass seed on a bare patch and water it or do i use compost first or after i put the seed down hope someone can help

Rake it well and pick out all the stones. I often put a light covering of compost after I spread the grass seed to stop the birds from eating all the seeds. Sometimes wire mesh too. Keep it well watered
