I have been growing Florence Fenel only since last year,not harvesting the bulbs, leaving them to seed, question, when is the best time to remove the stems back to the ground or should I leave them to thicken out even more.

If you've already harvested the seeds, then you can cut them down or pull them up.

Thanks for your comments, if I cut them down now do you think the frosts will destroy the bulbs.

As it's a Mediterranean plant, it's normally grown from new seed every spring. The old bulbs will probably rot away over winter anyway. Unless anyone else knows different?
