Please help! Recently rescued my Nans potted Japanese Pieris it’s about 12 years old and has been neglected the past year. It has developed black spots all on leaves and stems. What can I do to fix/save?

I agree the lumps on the stems look like scale insect. There are sprays that will sort them.
Give the plant a good feed and watering too.

Looks remarkably like Scale insect. There are specific insecticide sprays for it. Neem Oil is as good as any and more natural than some.
