The water in my water butt has fermented due to a neibours elderflower tree hanging over the garage where the guttering collecs the water. Is it ok to use the water?

Yes, but it may have become acidic, think vinegar, so I'd use it where it is not critical, like shrubs
You could dilute it with tap water but sooner used the better I'd say
