Can I use potatoes that I havested last year, to plant this year. I have started to chit them They are Desiree, I was thinking of planting them this year to save buying them, is there any reason why I should not do this.

no reason at all. after all that's what seed potatoes are and that is what humans have been doing for centuries.
I would just make sure the tubers you use appear disease free and perhaps grow them in a different part of the garden to where you grew them last time.
If I find I have bought a bag of spuds that have a lovely flavour then I have been know to grow them from a few of the tubers. Cheaper than buying seed potatoes too.
