when gladioli plants have flowered and all flowers have fallen off what is the next step to assuring repeat performance next year?

Cut off the dead flowers, and let them die back so that the leaves provide nutrients to the corms. Then lift them and store them in a dry, dark frost-free place for the winter, as they aren't reliably hardy You might well be Ok leaving them in the ground, living where you do, though!
