Why does your question say 'On plant Paulownia tomentosa? That's the Foxglove Tree which is entirely different.
With apples, the main structural pruning is done in winter while dormant, but you can do summer pruning of fruiting spurs etc in the summer. You really need to read a whole leaflet about it as it depends whether you have tip or spur bearers.
