I have a bambu Plant.It is about 12 Ft tall.
Question is, can I dig out half of it, and replant elsewhere ?

That is best done in early spring,however. Root growth over the winter is somewhat iffy, except in subtropical areas.

If you mean a bamboo of some description,yes, if you can actually manage to dig it up - its not that easy to do.
